National Regulations Governing Labels:
In Mexico there are a number of official standards that govern consumer product labels. In general a product that is not covered by its own specific Mexican standard (NOM) falls under the labeling criteria of NOM-050-SCFI-2004. The following are examples of product specific NOM’s that set out specific labeling criteria for the consumer products that fall under their mandate:
NOM-189-SSA1/SCFI – Household cleaning products
NOM-141-SSA1 – Packaged beauty supplies and perfumes
NOM-116-SCFI – Gas and Diesel engine oil
NOM-055-SCFI – Flame retardant materials
Additional Regulations:
It is recommended that product labels receive a Constancia de Verificacion to ease facilitation through Mexican customs. The Constancia is a document that certifies a product meets the appropriate Official Mexican Standards.
GHS Implementation Status:
In June 2011, Mexico released NMX-R-019-SCFI-2011 based on the UN GHS standards. Compliance with NMX-R-019-SCFI-2011 is currently voluntary, but may be used as an alternative to the NOM-018-STPS-2000 mandatory standard.
