Final CoRAP for 2015-2017: Evaluation kicks off for 48 substances in 2015
This news update regarding the Final CoRAP for 2015-2017 is brought to you by ECHA.
Based on a favourable opinion of the Member State Committee, ECHA has adopted the final CoRAP for 2015-2017. The draft proposal has been available on ECHA’s website since 30 October 2014. 21 Member States will carry out substance evaluation in the coming three years for 66 newly selected substances and 68 substances from the previous CoRAP update. From today, the Member States have 12 months to evaluate the 48 substances specified for 2015. In addition to the initial grounds for concern, other concerns on the substance may be identified and addressed during the evaluation. Where necessary, the evaluating Member State will prepare a draft decision for requesting further information to clarify the suspected risks.
The registrants of substances listed on the CoRAP will have an opportunity to comment before any decision to request further information is taken. Such draft decisions will be reviewed by the other Member States and ECHA and, when necessary, agreed by the Member State Committee before ECHA issues the final decision. The Member States, the European Commission and ECHA have agreed on the recommendations on best practice for interacting during substance evaluation and these are available on ECHA’s website.
The CoRAP update for 2015-2017 was prepared in close cooperation with the Member States, taking into account the agreed risk-based criteria for the selection of substances. In the CoRAP update, justification documents are provided to briefly explain the grounds for the initial concerns for each substance. In many cases, the initial concerns are related to potential persistent, bioaccumulative and toxic properties, suspected endocrine disruption or carcinogenic, mutagenic and reprotoxic properties in combination with wide dispersive or consumer uses.
