National Regulations Governing Labels:

In Japan the regulation that covers industrial labels is the Industrial Safety and Health Law (ISHL). The ISHL has adopted the GHS standards through its Japanese Industrial Standards (JIS). Industrial labeling criteria are based on JIS Z7252:2014 and JIS Z7253:2012.

Other chemical management legislation of concern in an industrial setting includes:

  • Chemical Substances Control Law (CSCL)
  • Poisonous and Deleterious Substances Control Law (PDSCL)
  • Fire Service Law (FSL)
  • Pollutant Release and Transfer Registry (PRTR)

 

GHS Implementation Status:

Hazardous chemicals and chemical mixtures that are used in the workplace are now expected to have SDS’s and labels prepared according to the GHS. The GHS is still only mandatory for certain hazardous chemicals.
