National Regulations Governing SDSs
Turkey has implemented GHS with different deadlines set for substances and mixtures. Chemical classification criteria, labelling and SDS requirements are mainly set by the following two regulations:
Regulation on the Classification, Packaging and Labeling of Hazardous Materials and Products – Turkish CLP Regulation;
Regulation on the Preparation and Distribution of Safety Datasheet for Hazardous Materials and Products – Turkish SDS Regulation;
Both regulations align Turkish SDS and labelling requirements with that of EU REACH & CLP regulation. However, Turkey has set its own additional requirements on SDSs and labels. (source: Chemsafetypro). Turkey GHS has been implemented since 1 June 2015 for substances and 1 June 2016 for mixtures.
Additional Regulations
In Turkey a non-Turkish importer must have a Turkish legal entity perform their compliance duties, this will require an importer to find a Turkish “Only Representative”. Turkey also has the following related to chemical management and safety:
- Chemical Control and Inventory directive
- Classification Labelling and Packaging of the dangerous chemicals and preparations
- Both Directives came into force December 26, 2009.
GHS Implementation Status
Many aspects of the UN GHS have already been implemented in Turkey. The GHS Regulation came into force when The Turkey Gazette published the GHS Regulations with the set transitional periods in December 2014. The full implementation for the regulation has been implemented as of June 1 2016 for both Hazardous substances and mixtures.
